The Chinese character 'gong' means palace, but this wasn't a palace for humans. It was a palace for worshipping the gods, as the informative article in the China Wiki site tells us.
 
 
This old Taoist temple used to house the Shanxi Provincial Museum, but the museum moved and was replaced by the Art Museum of Shanxi Province.
